Emergency management’s all hazards comprehensive emergency management program:
- Oversees the development, maintenance, and implementation of the all-hazard emergency management and continuity of operations plan.
- Facilitates whole community engagement in hazard mitigation and emergency preparedness activities, including disaster preparedness education.
- Organizes training and exercise activities necessary to build, evaluate, improve, and sustain incident management capabilities.
- Coordinates the framework and assists in on-campus incident management.
- Collaborates and liaises with local, state, federal, and non-governmental agencies for multi-agency coordination.
- Assists in disaster recovery processes and programs.
University Incident Management System (NIMS)
The university has adopted the principals and concepts of the National Incident Management System (NIMS), and maintains trained staff to implement incident management functions on campus. The university also collaborates routinely with local public safety and emergency service agencies to ensure seamless integration of resources when needed.
Whole Community Approach
The OEM has taken the national preparedness system whole community approach in its efforts to develop plans, policies, and resources. The OEM collaborates regularly with stakeholders on and off campus.
Executive Policy Group (EXP)
The university has established an Executive Policy Group to make overarching policy and financial decisions and provide strategic direction and delegation of authority to the Emergency Management Team during emergencies and disasters.
Emergency Management Advisory & Planning Committee (EMA&P)
The Emergency Management Advisory & Planning Committee is chaired by the OEM. Members of the committee represent essential functions of the university. These key leaders are integral in Planning, Organizing, Equipping, Training and Exercising (POETE). Many of the members also play a key role in the Emergency Management Team.
Emergency Management Team (EMT)
The University has developed an Emergency Management Team to manage emergencies and disasters. This Team is structured following the National Frameworks and NIMS best practices. The EMT coordinates resources and carries out the activities to prepare, respond, and recover from hazard impacts.
Building Emergency Safety Teams (BEST)
University employees participate in the BEST program to support occupant safety and emergency preparedness within the building they work. BEST members monitor conditions, report safety hazards, help occupants during emergencies, and facilitate building evacuations.
Continuity of Operations (COOP)
The OEM provides continuity of operations support and planning materials for the University’s divisions, departments, and colleges to prepare for business and operational interruptions, to prevent or mitigate losses.
Community Emergency Response Team (CERT)
The OEM will be launching a CERT program in 2021. This program will offer training in basic life safety skills, empowering faculty, staff and students to assist Public Safety and Emergency Management before, during and after incidents and events.
