Oil Spill Prevention Control & Countermeasure (SPCC)

The United States Environmental Protection Agency’s (USEPA’s) SPCC Rule was initially published in the Federal Register on December 11, 1973, and was promulgated under the authority of Section 311(j)(1)(C) of the 1970 Federal Water Pollution Control Act, as amended, also known as the Clean Water Act (CWA).

The goal of the oil pollution prevention regulation in 40 CFR Part 112 is to prevent oil discharges from reaching navigable waters of the United States or adjoining shorelines. The Rule was also written to provide effective responses to oil discharges. The Rule further specifies that proactive, and not passive, measures must be used to respond to oil discharges.

Georgia Southern University is committed to the prevention of discharges of oil to navigable waters and the environment, and maintains the appropriate standards for spill prevention control and countermeasures through regular review, updating, and implementation of a SPCC Plan.
